Abstract EN

Over the past decades, the problem of corruption and poor governance at the global and local levels has attracted the attention of the international community ; especially in developing countries whose population suffers from poverty and poor social conditions, due to the corruption of public governance and the misuse of development aid by leaders and public officials.

as a result of the development policy shortcomings described by international development institutions, a new international development tendency was adopted that reintroduced the role of development aid, placed it at the heart of international political relations and directed donor efforts to make its aid more effective in reforming governance, strengthening legal mechanisms to fight corruption and achieve the millennium development goals.

this has clearly affected the direction of the priorities of international institutions and their areas of intervention, especially after its explicit recognition of the failure of the structural reform policy.
