The political life of Bayelk in the East of Algeria in the late Ottoman era witnessed a kind of stability, especially during the period of Saleh Bey’s rule from 1771-1792, as his work and efforts did not differ from those carried out by Bey Mohamed Kabir in the West of Algeria in various fields.In view of the popular position occupied by Saleh Bey among the circles of Baylik in the east of Algeria, he made several achievements in the field of science and culture; In this research paper, we will try to determine the contribution of this character to encouraging the scientific movement and its relationship with scholars and elders
