The jurisprudence of purposes, despite its extreme importance, has become a wide space and a spacious field for those who have desires or for those who are enthusiastic about purposes and meanings who call for their independence in enacting rulings.

in order to prevent the imbalance in the understanding of negligence in the actions of the purposes, this study aims to reach the disciplined implementation of the purposes, the research problem is summarized in the following main question : have the objectives been considered an independent guide on which to build legal rulings ? finally, the research concludes that recognizing the importance of objectives, and to say that the purposes are considered does not mean their independence by legislation, but it is always looked at in the light of the shariah (Islamic law), texts.
