The research dealt with mankind's need for international criminal justice as a system and mechanisms, and it will remain indispensable demand, regarding the political influence of states and their struggle to abort any effort to establish such mechanisms on the ground or working to politicize them , in order to preserve their sovereignty and to keep their full internal jurisdiction.

This researcher discussed this topic from the very beginnings of the idea of establishing mechanisms for international criminal justice, tracing the history for about eight decades from the eras of the Treaty of Versailles 1919 to the Rome Statute 1998 and he considering the effects of political influence on them.

The researcher came out with a result that the states do not wish to infringe their national sovereignty, and that they do not wish to relinquish it even to the extent that international criminal justice mechanism to be established, and they will remain in their constant opposition, using their political influence to abort any efforts being made to establish international criminal justice mechanism.

Therefore, it was necessary to reconsider the roots of the problem, whether in the charters, systems and regulations that allow the political influence of states affect the mechanisms of international justice, or the affect of the other international mechanisms such as the Security Council, and defining the role assigned to it, and the way of it is work, and the way of it is vote.
