Work in the political scene in Algeria was limited to a certain group, and this has been since the end of the nineties of the last century, and the policy of openness pursued by the political system within the framework of imposed external factors in which the fall of the communist camp led by the Soviet union played a prominent role, as the country entered into the framework of partisan pluralism and scenes of freedom of expression despite the great propaganda what was said in this regard and the oligarchy’s control over the political scene, but despite the positives that this stage brought, the rules of the game remained confined to the same category that represents the elite of the political class, and things remained in place for another twenty years, and after confirming the failure of this class to creating a political scene that has its identity and idiosyncrasies from competing bands according to specific political programs.

other voices have come to the fore that give priority to the civil society elite, with its diverse tributaries of knowledge richness and significant social capital that represents a real spoil for the political interests in the country, and what encouraged the current political system to encouraging the political action base to form other forces equal to or exceeding the levels of effectiveness of political parties through free electoral lists.
