ناضلت البشرية منذ عقود من الزمن لإرساء الحقوق الأساسية للإنسان، و التي يعد الحق في الاتصال واحدا من بينها.
إذ اهتم الدارسون لقضايا حقوق الإنسان بهذا الحق، و حاولوا الإحاطة بمكوناته، و مقوماته، مبرزين كيفيات تطبيقه ميدانيا، و لكنه مع هذا لم يبلغ بعد شكله النهائي، و لم تعط الصورة النهائية لمقاصده، خاصة في عصر الاتصال التفاعلي و ما تتيحه التكنولوجيات الجديدة من فرص لتبادل المعلومات على نطاق واسع، مع ما يحمله هذا التبادل من إمكانية انتهاك الخصوصيات خاصة مع الانتشار المتنامي لصحافة المواطن.
و منه فإن هذه الورقة البحثية ستتناول بالدراسة هذا الحق و التحولات التي أدخلتها عليه التفاعلية التي تمنحها التكنولوجيات الجديدة للإعلام و الاتصال و ظهور ما يعرف بصحافة المواطن.
Abstract EN
This researching paper will study the right of communicate in an attempt to collect what has been said about it, its elements, components, the way in which this right is implemented in the field, the transformations have been made on it by the interaction which is given by new information and communication technologies, especially in the era of interactive communication, and the opportunities allowed by new technologies to exchange information on a large scale.
with what this exchange bears of the possibility to violate privacy, especially with the growing spread of citizen journalism.
