The shift towards e-governance is an imperative for improving governance in its internal system and in its dealings with its external audience, given the positive changes that this feature has brought about in many developed countries that have gone beyond the traditional governance system and adopted the digital system in order to enter the globalized world at all scales, showing their primary interest in the individual that is the starting point of change, and Algeria, like many other countries, has bet on the e-governance project to get rid of the logic of e-governance.

however, this transformation requires a comprehensive study of the environment to be digitized from the physical and human side.

ensuring the success of this project depends on the radical transformation of one's mindset first and the processing of the latest technologies and programs second.

it is clear to us that Algeria has a number of challenges that impede the success of the project, including the almost non-existent electronic culture in the Algerian world.

by focusing on this challenge, we will ensure that, if we do not pass on a good e-governance index in Algeria, which we will try to present in this paper.
