After the recession of the state and the emergence of the regulating state, the economic and the social system has witnessed new concepts in which the economic and financial regulatory authorities have emerged and their competencies have broadened especially the consultative Jurisdiction which is considered as a modern management requirement.

As it ensures the effectiveness of administrative activity and helps the public administration to make right decisions.

Efficient consultation by sectoral authorities depends on a range of regulations like functional autonomy, giving them greater freedom to express their advisory opinion, and ensuring their members specialization and their neutrality and free from to all pressures of the executive or superior authority Algerian legislator granted most of the economic regulations the legitimacy of the formulation of advisory opinions, be it regulatory or non-regulatory, all according to the nature of their specialization and the sector their supervised as “Postal regulatory Authority and Electronic Communication”, the Monetary and Loan Council, the Council of Competition and others.
