Public utilities are considered as manifestations of the state’s interference in the social life of individuals on the basis of a set of considerations, including that the state is the originator of these utilities, the realization of the idea of the public good, in addition to carrying out the function of management, which is called the model of the interfering state.

however, this system has proven its failure to lead the state within the framework of the social and economic development project.

however, the multiplicity of the scope of its functions, in addition to opening up areas for competition and the increasing burden of public expenditures, made the state abandon the management of some public utilities, which was embodied in the system of authorizing public utilities.
