Administrative decentralization allows the distribution of the administrative position of the state between the central and the local administration, and allows the latter to have authority over its facilities and to enjoy financial and administrative independence through the local councils.

however, the manner in which these councils are formed has a clear bearing on their financial independence and thus on their development.

and because the purpose behind the existence of local councils is to achieve development in the state provinces, it would be better, in order to achieve this goal, to combine the two methods ; appointment and election together in the formation of these councils
