The division of the state into administrative units that have a moral personality, with the exercise of local affairs by their elected councils, is among the most important pillars of administrative decentralization, and for the regional division to achieve effective participation of the elected members in local development, it must be supported by a set of pillars, represented in assigning related issues partition for the legislator, as well as the balance between the requirements of political participation and administrative effectiveness during the division.

the Algerian legislature adopted a pattern of regional division, in which it prevailed over the requirements of political participation, which led to the creation of poor regional groups, whose elected councils could not truly participate in development, and total dependence on state subsidies in development, which is considered one of the most important means of intervention by the central authority to guide local decision and planning local development and monitoring.
