The development of societies depends mainly on positive and effective economic institutions by controlling their productive efficiency by embodying the principles of mining science for its scientists espcially Faylor and Taylor.

through the five principles identified by the latter namely planning, organizing, directing, activation and oversight as these principles are based on scientific foundations on the one hand and on the legislative and organizational arsenal that keeps pace with and adopts this development by establishing a wide ranging map in the organization and implementation of the principles represented in the application of rational management and rationalization of expenditures on the one hand and the application of the principles of penalty for violators of this lgislation on the other hand, with reference to the central and participatory bodies that contribute to the management of public economic institutions, especially the state contributions council and the councils of directors thereof.
