يهدف هذا البحث إلى رصد السياسات الوطنية للأمن الغذائي، و خياراتها بين الاعتماد الذاتي و الاكتفاء الذاتي، ودور تواتر تقلبات الإمدادات و الأسعار في السوق العالمي للغذاء في تغيير اتجاهاتها، و خاصة خلال أزمة 2007-2008 و الأزمة الغذائية الراهنة (2020-2022)، وقد خلص البحث إلى أهمية اعتماد نهج التكامل في صياغة استراتيجية وطنية للأمن الغذائي؛ تأخذ بعين الاعتبار الامكانيات الاقتصادية و الاحتياجات الاجتماعية و تحدياتهما الهيكلية، و تغطي جميع أبعاد الأمن الغذائي و مستوياته، على المدى الطويل، المتوسط و القصير، و تحقق مشاركة الأنظمة الفرعية ذات الصلة بالأمن الغذائي، و تضمن كثافة التفاعلات و التنسيق فيما بينها، و الانسجام بين كل التدخلات المرتبطة بسلسلة الغذاء.
Abstract EN
This research aims to observe national food security policies, and their options between self-capacities (financial capacities) and self-sufficiency (productive capacities), and the role of the frequency of supply fluctuations and price volatility in the world food market in their trends, particularly during the period 2007-2008 and the current food crisis (2020-2022).
The research concluded on the importance of adopting an integrated approach in the formulation of the national strategy for food security, taking into account the economic potential and the social needs and their structural challenges , all dimensions and levels of food security, in the long, medium and short term.
A strategy ensuring the participation of sub-systems related to food security, also the coordination and intensity of interactions, and allowing the harmony of all interventions related to the food chain.

Cette recherche vise à observer les politiques nationales de sécurité alimentaire, et leurs options entre Auto-capacités (capacités financières) et autosuffisance (capacités productives), et le rôle de la fréquence des fluctuations d'approvisionnement et la volatilité des prix sur le marché alimentaire mondial, en particulier au cours de la période 2007-2008 et la crise alimentaire actuelle (2020-2022), dans l'évolution de leurs tendances.
La recherche a conclu à l'importance d'adopter une approche intégrée dans la formulation de la stratégie nationale pour la sécurité alimentaire, prenant en compte le potentiel économique et les besoins sociaux et leurs enjeux structurels, toutes les dimensions et tous les niveaux de la sécurité alimentaire, à long, moyen et court terme.
Une stratégie assurant la participation des sous-systèmes liés à la sécurité alimentaire, la coordination et l'intensité des interactions, et permettant l'harmonie de toutes les interventions liées à la chaîne alimentaire
