This study sought to clarify the repercussions of the international economic environment on the digital divide in the Arab world.

Humanity achieved its third information revolution and the development of individual knowledge.

However, this unlimited development put the poor and developing peoples in front of new problems, as they did not benefit from this development in light of the inequality in Access to information and technology, which has widened the digital divide, and the Arab world has gained its share of this expansion in light of the fact that the entire information process is in the hands of the great countries in our world, and exploiting it to serve their interests and policies.

The end of 2019, the pandemic that kept individuals, countries and organizations in their homes, which obliged them to communicate through information technologies, and necessitated the need to know solutions to bridge the digital divide, and a conclusion was reached that there is no Arab production of information technology in our Arab world, and that the laws and decrees that It was enacted by Arab countries to give the citizen the right to access ineffective information, with some exceptions of a global nature, such as Tunisia, for example.

Accordingly, we made recommendations based on the need to draw inspiration from the relatively successful Tunisian international experience, as it is the closest to us in terms of the environment to give the citizen the right to access information, and to raise the skills of university students for invention and digital production
