All societies have known corruption all over the ages in different degrees and indifferent ways, so it can be said that corruption is a global and persistent phenomenonbecause it does not belong to a particular society or historical stage.

The global presenceof this phenomenon and its resurgence, as well as the accelerating spread of the fightagainst corruption at all international, regional and national levels, has become astriking phenomenon, with the growing number of civil organizations active in this fieldand the idea of fighting corruption has become a postulates that no one can play downin addition to the fact that most international bodies have embraced this issue withintheir work programs has led to a worldwide warning and consolidation of the idea, withcorruption at the top of the agenda of many intergovernmental and non-governmentalinstitutions.
