This study aimed at highlighting the importance of financing higher education and scientific research as a strategic investment and an indicator of development, The mechanisms of financing higher education and scientific research in each country depend on its own circumstances, It is related to the level of economic development, And the fiscal policy followed, And the importance of the role given to research and education in development processes, The experiences of financing education were reviewed and the proposed mechanisms were identified to benefit from these experiences, In light of the findings of the study, a number of recommendations and proposals were developed: The necessity to benefit from these experiences in diversifying the sources of financing for higher education and scientific research, engaging institutions, business sectors and individuals in financing higher education and scientific research, and facilitating bureaucratic procedures to encourage investment in education and attract investors.
