Supporting small and medium-sized enterprises is a top priority for public authorities, as it is an essential pillar for achieving sustainable development, diversifying the national economy and achieving social stability.

Where the Algerian state is committed to updating, revising and adapting the legal system of competition and business, in line with the economic and financial transformations taking place at the national and international levels, with the aim of promoting national production and the production tool represented by small and medium-sized enterprises, according to legal mechanisms aimed at strengthening and involving this type of institutions in public contracts, according to their financial and professional capacities, were established by Presidential Decree 15-247 regulating public contracts and public service delegations, which treated these institutions with a sort of privacy, granting a margin of preference to these institutions.
