This study aims to identify the legal mechanisms to ensure the integrity of local elections in Algeria in the light of Order No.

21-01.

On this basis, we have tried to shed light on the Independent National Electoral Authority as a constitutional mechanism stipulated in the constitutional amendment of 2020, as well as the composition of electoral commissions and their role in managing the final phase of the local electoral process.

The study reached a number of results that, in its entirety, resulted in the total exclusion of the administration and assigning the authority to prepare, manage and supervise the local electoral process to an independent national authority that enjoys membership and functional independence with local extensions, as well as the effectiveness of the role of electoral commissions with judicial formation in Ensuring the integrity of local elections.
