Abstract EN

The organizational structure of social care establishments for under eighteen age groups, the tasks assigned to them under Iraqi law and their problems.

Its purpose is to clarify these formations and their functions, and remove the ambiguity that surrounds them.

As well as identify the places of inconsistency and contradiction between the legal texts in this regard.

In order to achieve this, the researcher used the analytical inductive, comparative and critical method.

The research concluded with the following results: the social care houses for children consist of five bodies, which are: Juvenile State House Council, Social Research Office with three different committees.

Each of these bodies has a specific functions.

These houses experience several problems, including psychological and educational problems face their beneficiaries.

In addition to the existence of status of inconsistency and contradiction between the legal and regulatory texts that dealt with these houses.

The study concluded with the legislator's recommendation to build modern social care houses for children with all their requirements with a specialized staff, and to eliminate the state of inconsistence and contradiction between articles (29) and (31) of the Social Care Law.
