Abstract EN

Political development requires participation and cannot be achieved without it.

Democracy cannot be practiced without the presence of civic-committed and politically engaged citizens.

In the modern state, civil society represents the link between civil and political societies, as it has acquired special importance as a partner in governance to contribute to political development.

However, the emergence of civil society in Algeria made it faltering in its eligibility to achieve this goal; despite the volume of procedural opportunities available to it, it appears as a fragile civil society, attached to the authority as a tool to confront various crises.

The article concludes that the reasons for this state extend to basic factors that it summarizes in crises of: representation, coordination, normalization and independence.
