: The local communities considered as an extension of state's authority and their politic in the local level to achieve that, they must have sufficient and sustainable funding sources.

Local communities in Algeria relies on external resources to finance, their local development in the rate of 90 %.

out of all its resources and that's what makes its hostage to central finance which is based on oil incomes.

The aim of this article is to try to show and discover the impact of the economic crisis of 2014, represented by the oil price collapse, and knowing all its different impact on the local communities from another side try to give solutions to finish with central dependency in their finance and subsequently oil dependency.
