تعد القيادة من أهم عناصر التنظيم، فالقائد هو همزة وصل بين الإدارة و العمال من خلال تأدية مهامه بكل موضوعية و عقلانية من أجل تحقيق أهداف المؤسسة على إعادة تشكيل القيم بشكل مناسب مع التغيرات التي تحدث و تتعرض لها المؤسسة و المشاركة على تقوية الثقافة التنظيمية و تعزيز فعالية الاتصال بمختلف مستوياته.
و لهذا تزايد الاهتمام في السنوات الأخيرة بموضوع القيادة كآلية لمحاربة ظاهرة الفساد الإداري، أين أخذت هذه الظاهرة في التوسع و تعددت أشكالها، فأصبحت تشكل تحديا، يهدد كيان جميع الدول و استقرارها، الأمر الذي أدى بها إلى إبرام العديد من الاتفاقيات و مجموعة من القوانين، بالإضافة إلى جهود بعض المنظمات الدولية و على رأسها هيئة الأمم المتحدة و صندوق النقد الدولي، .

وغيرها من المنظمات.
و على غرار نظيراتها من الدول، أصبحت الجزائر تشهد انتشارا كبيرا لهذه الظاهرة في ظل تضافر العديد من الأسباب التي ساهمت في تناميها، و هذا ما دفعها إلى التفكير في معالجتها من خلال وضع خطوات نحو مكافحة الفساد.
و من هذا المنطلق تم التطرق إلى القيادة الإدارية كآلية وأداة لمحاربتها
Abstract EN
Leadership is one of the most important elements of an organization.
The leader is the link between the management and the employees by performing his duties rationally in order to achieve the objectives of the institution to reshape the values appropriately with the changes that occur and participate in enhancing the organizational culture and the effectiveness of communication.
Therefore, interest in leadership has increased in recent years as a mechanism to combat corruption, and it has become a challenge that threatens the existence and stability of all countries, which prompted them to conclude many agreements and enact a set of laws to combat corruption.
Algeria, like its counterparts in other countries, is witnessing a large spread of this phenomenon, which prompted it to consider taking steps to combat it.
From this standpoint, administrative leadership was discussed as a mechanism and tool for combating corruption.
