Abstract EN

This study tries to diagnose each elite variable as well as political reform as two critical pillars for understanding the transformation processes that affect societies.

This essay discusses the role of political leaders in charting the course of the process of reforming the Arab political systems, as well as the institutional reform index.

If political reform is the means by which programs and plans for renewal and change are consolidated, then the elite is the driving nerve of this process and is responsible for managing it in the manner it deems appropriate, owing to its power of influence, which allows it to present initiatives that are in line with its ideology.

As a result, it attempts to reformulate Reality in order to find the best recipe for preserving societal inaction on the one hand, while ensuring its existence on the other.
