Abstract EN

The Corona virus pandemic, with all its sub-crisis, has highlighted the urgent need for activating crisis management as a scientific field and practice at the same time.

this pandemic has also generated a great confusion in the way it was managed in many societies, including developed ones.

in the beginning, this crisis was managed, all over the world, by an institution that took several names.

its management was extremely centralized.

after realizing the limits of centralized administration, countries have changed their strategy.

they have relied on a decentralized plan.

in this paper, we have relied on the descriptive and analytical approach that enables us to collect scientific data regarding the subject of the study.

as result, we have found that centralization is no longer a good strategy in managing crisis and pandemics, especially with all the development known in administrative and organizational thought which has adopted flexible ideas and practices contrary to centralization which suppresses all attempts at creativity, innovation and finding solutions
