With the increase in the activity of the united nations after the end of the cold war, the exposure of united nations personnel while working in conflict areas to attack by killing, kidnapping, or taking hostages, and to address these dangers, the convention on the safety of united nations personnel and associated personnel was adopted on December 9, 1994.

this convention imposes an obligation on the state hosts of a united nations operation to protect united nations personnel and their property and to criminalize and punish attacks against them in their national laws.
