This study deals with tutelage control, which is considered one of the important topics for the embodiment of decentralization, as it is one of its parts and pillars, and the extent, to which the work of the elected local bodies is subject to laws and regulations, in order to achieve balance and harmony between the central and decentralized bodies, the imposed tutelage is a strict control that makes the local councils in complete dependence and in front of multiple oversight, their submission to the non-centralized bodies on one hand and to the central authorities on the other hand.

this restricts its independence and limits its free work, which negatively affects the movement of local development and creativity.
