The term “responsibility to protect” appeared for the first time at the 2005 world summit, where it was supported by the member states of the united nations, and thus became an international obligation on the international community in cases where human rights are subjected to grave violations such as crimes against humanity, ethnic cleansing and genocide during international armed conflicts, when the state is unable or unwilling to achieve protection for its citizens, in addition to that this principle has become compatible with modern interpretations of the concept of sovereignty and the principle of non interference in the internal affairs of states.
