The Algerian state devotes considerable financial conditions to financing public enterprises in all their forms under the heading of public transactions.

they are supposed to be properly directed, concluded and implemented under the measures enacted by Algerian legislation, until they are handed over and realized for the purpose for which they were created, namely, to meet the public needs identified above, and thus to achieve public interest.

the conclusion and execution of public transactions, however, is not without its manifestations of the dispute that may arise between the parties to the contract, for various reasons and reasons, directly affecting the pace of the transaction's implementation, and thus delaying its receipt, resulting in the loss of time, effort and money; the Algerian legislature has initiated a series of amicable measures to settle the dispute at its origin, in order to avoid its devotion to the competent judicial authorities.
