The decentralized international cooperation is one of the parallel diplomatic mechanisms that might contribute to develop and promote international relations and back up exchanges among countries in economic, social, cultural and technical fields.

partnership and twinning agreements in the various development programs concluded between the local regional groups with their foreign counterparts are some of the aspects of this decentralized cooperation which is the core of our study.

this piece of research is meant to highlight the importance of decentralized international cooperation in strengthening bilateral relations and supporting national development projects.

the results of the study have shown up that opening more prospects for the different local bodies and regional groups as well as the implementation of decentralized international cooperation initiatives will enable them to consolidate interrelations, to create more opportunities to strengthen internal economic cooperation and to face the new multiple global challenges.

this can only be achieved if the heads of regional councils and local elected members in parallel diplomatic field are framed well in order to put forward the decentralized international cooperation to achieve the expected purpose.
