The article deals with the issue of decentralized cooperation and its capacity to create stable and quality partnerships that can initiate an economic dynamic within the cooperating territories.
through a qualitative and exploratory approach, it aims to analyze the local authorities’ partnerships of the regions of Tizi-Ouzou and Bejaia, in cooperation with their French counterparts.
the results of the surveys carried out show the predominance of cultural actions and festivities.
this finding is linked to imbalances in terms of the choice of partners and areas of intervention and to internal constraints related to the management of partnerships.
the conclusions suggest avenues that could give rise to cooperation leading to sustainable economic projects.

L’article traite de la problématique de la coopération décentralisée et son aptitude à faire émerger des partenariats stables et de qualité pouvant engager une dynamique économique au sein des territoires en coopération.
a travers une approche qualitative et exploratoire, il vise à analyser les accords des collectivités des wilayas de Tizi-Ouzou et de Bejaïa, conventionnée avec leurs homologues françaises.
les résultats des enquêtes réalisées ont fait ressortir la prédominance des actions culturelles et de festivités.
ce constat est dû aux déséquilibres enregistrés en termes du choix des partenaires et des thématiques d’intervention et aux contraintes internes liées à la gestion des accords.
les conclusions proposent des pistes pouvant impulser une coopération porteuse de projets économiques durables.
