on the other hand, the state intervenes with the control of economic concentration operations, where the government may issue a license for the public interest, despite the competition council refused of the concentration project submitted to it, which aims to increase economic efficiency and improving living conditions for consumers, as the competition council is an administrative authority, its decisions relating to economic concentrations can be appealed before the state council.
