Algeria sought to break into the electronic administration in the activity of the information specialist, and make it an addition that goes hand in hand with the decision support information systems (décision support système) due to the great benefits that it achieved as a result of its use by the administration for what it demonstrated in the ability to analyze and remove ambiguity and clarify and simplify problems, however, due to the special nature of technology in terms of its ability to develop and renew quickly, it made it exceed the limits of the human mind, especially with the calculation of administrative differences, in terms of considering solutions "management information systems' coming from the world of exceeding the limits of electronics to the revolution of artificial intelligence, expert systems, etc., and thus the forms arose about the extent to which the national legislation was able to absorb and protect such differences.
