The crime of illegal speculation is considered one of the serious crimes, which has become a threat to the security and safety of Algerian society, especially since this crime would prejudice the food security of the Algerian citizen, raise the prices of those goods unjustifiably, create a state of scarcity of some goods, and cause disruption in the market and catering, especially in the case of epidemic crises such as the COVID-19 epidemic, with the aim of achieving large financial profits, until the Algerian legislator was on the lookout and developed an effective criminal strategy to combat and fight this crime by issuing law 15-21, which it came with a set of severe penalties that could reach 30 years in prison and sometimes life imprisonment that would be a deterrent to anyone who seeks to harm the purchasing power of Algerian citizen.
