As the most important public expenditure, public procurements must be subject to extensive oversight in order to ensure compliance with the law as well as the desired objectives.

in this context, the regulation of public procurement and public utility authorizations imposed an expansion of the scope of supervision by requiring contracting bodies to present the estimated projects of the deals to be concluded during the current fiscal year as well as the final report of the deals concluded during the previous fiscal year as a guarantee for proper management of public money.

given that this procedure adds value to the control system used in public procurements, this research paper was created to shed more light on and value its benefits, highlight its flaws, and propose solutions to overcome them.
