تهدف هذه المقالة إلى بيان الآليات والوسائل العلمية و القانونية لمكافحة جريمة المخدرات و سبل الوقاية منها، نظرا لأن جريمة المخدرات هي من الجرائم المشتركة بين الدول، و هي من أخطر مظاهر العصر الإجرامية، التي استفحلت في أوساط المجتمع و تعتبر من مسببات انتشار العنف و الجريمة.
و نظرا لخطورتها و تزايد أعدادها مما يصعب حصرها في قائمة الممنوعات، أعدت الدولة الجزائرية ترسانة من الوسائل و الآليات لمكافحة هذه الجريمة المدمرة للبشرية و الحد من انتشارها و حصر آثارها، منها العلمية و القانونية.
لذا سنتطرق بالدراسة إلى الوسائل العلمية التي تساعد في الكشف عن المواد المخدرة بطريقة سريعة و فعالة، و التي تتناسب و طبيعتها الكيميائية، و معرفة العينات البيولوجية التي تستخدم للكشف عن تعاطي المخدرات.
ثم ندرس الأساليب التي اتبعها المشرع الجزائري لمكافحة هذه الجريمة و ردع مرتكبيها من خلال التدابير الوقائية و العلاجية و الردعية التي جاءت في النصوص التشريعية الجزائرية.
Abstract EN
Given the danger of drugs abuse and its dispersion in all countries, we describe in this study the scientific and legal techniques to combat this crime and the ways of prevention.
this problem is among the first causes of crimes in society.
in addition, the increase in drugs presents many problems in classification and prohibition.
therefore, Algerian authority has prepared legal and scientific tools and mechanisms to combat this destructive crime.
we present through this study the scientific methods that help in detection of narcotics in a quick and effective manner with their negative sides.
in addition, we demonstrate the biological samples used for drugs of abuse detection.
finally, we study the methods used by Algerian legislator against this crime through preventive, curative and deterrent measures in Algerian legislative texts.
