In a person's attempt to achieve their goals, their interests may collide with the interests of others, resulting in conflicts.

therefore, there must be control that protects rights and freedoms, lest this conflict escalate and spiral out of control.

this control is represented in the establishment of an independent judiciary which allows all who have the right to use it and works for the establishment of justice, but there are considerations which may restrict its use, and between justification and rejection, the principle is that it is approved by a text and surrounded by guarantees allowing those concerned to have recourse to justice, in particular administrative justice for countries that adopt judicial duplicity, as is the case in Algeria, because one of the parties to the trial is a public administration.
