كان من الصعب جدا الوصول الى اتفاقية دولية تعنى بشؤون المهاجرين على أساس الاختلافات الكبيرة بخصوص الهجرة بين الدول المتقدمة بعدها مناطقة مستقطبة، ودول العالم الثالث بكونها دول مصدرة،على الرغم من الحاجة الماسة إلى وضع مثل هذا الاتفاق، على ذلك فإن هذا الصك الدولي المنبثق من مؤتمر مراكش يعد آلية لتقريب وجهات النظر بين فرقاء الهجرة، و في الوقت نفسه آلية لتعزيز فئة هشة تحتاج إلى مزيد من الحماية وهي فئة المهاجرين وبالخصوص المهاجرين غير النظاميين
Abstract EN
It was very difficult to reach an international agreement on international migration, because of the great differences in immigration between developed countries as immigration regions, and Third World countries as emigration countries, despite the urgency and the importance of developing such an agreement.
Thus, this important instrument emanating from the conference of Marrakech, can be regarded as a mechanism for bringing together visions between the parties in divergence on immigration.
And at the same time a mechanism to promote the rights of migrants, in particular irregular migrants.

Il était très difficile de parvenir à un accord international concernant la migration internationale, à cause des grandes divergences en matière d›immigration entre les pays développés en tant que régions immigration, et les pays du tiers monde en tant que pays émigration, malgré l›urgence et l’importance de développer un tel accord.
Ainsi cet instrument important émanant de la conférence de Marrakech, peut être considéré comme un mécanisme pour de rapprochement de visions entre les partis en divergences sur l›immigration.
Et en même temps un mécanisme de promotion des droits des migrants, en particulier les migrants irréguliers.
