The seas are of special importance to most countries, as they constitute more than 70 percent of the total area of the globe, as they are a source of food, water and mineral wealth, and most of the flows of goods take place across the seas in the world.

especially after the growing challenges facing the marine environment from pollution, terrorism, and growing dangers.

terrorism is one of the most serious threats to international peace and security, as many measures have been taken at the international level to reduce its risks, which may include harming the flows of goods and merchandise between countries.

the SOLAS Agreement and the International Code (ISPS) are among the most important contributions of the international maritime organization to put measures in place to maintain the security of ships and port facilities, and morocco is concerned with the implementation of this agreement, as it has taken many measures to activate it, knowing that this was preceded by the issuance of the dahir relating to the control of commercial seaports in 1961 with the amendment of the maritime trade code to suit the latest developments.

in this research, the content of this agreement and the provisions related to its application were introduced, with the introduction of national laws in this field and the procedures related to the management of ports in our country in order to activate its obligations to implement this agreement.
