The current study aims at identifying the preliminary stage of the cost plus contract for the one who ordered the prerchase since it is considered as one the vital stages in identifying its regular framework.

in this study, the researcher deduced that this preliminary stage consists of the prerchase order, and the promise in contact without binding the promise.

however, there should be other means to guarantee the fulfilment of the promise.
