Abstract EN

This article aims to discuss the legal framework for the intervention of the territorial communes in environmental matters, through the requirements of the regulatory laws of the territorial communes at their three levels (regions, prefectures and regions, communes).

and a set of laws, some of which are of a generally structured and framed for the intervention of the local communes in the field of environmental preservation, and some are private and thematic to ensure their proper management within the framework of their environmental intervention.

the subject of the environment in morocco is not confined to the strategies and plans that are prepared at the central level of the state, but rather became a central and territorial at the same time, in which the territorial communes intervene mainly as a direct implementer as well as a strategic partner of the state in this field.

this matter is clearly examined by adding the environmental dimension in the territorial plans, especially the development and work programs, and also through the presence of a significate number of many committees, forums, bodies, and central and decentralized councils that are related to the environmental issue.

the wager on elevating the intervention of the local communes in the environmental field from the management function associated only with meeting the current needs, to the developmental and management role that is concerned with addressing the problems of the environment, in an integrated manner, with its concept, remains somewhat unreachable, especially since the territorial communes plays the role of the management which is its main function that’s comes with a number of problems, imbalances and obstacles.
