The concept of democracy in the sociological and political literature has been linked to the majority rule or rule by the people, while the concept of the (ruling) elite refers to a group of individuals with special characteristics, features and capabilities associated with a high degree of ability to dominate and influence .in the context of the political matter related to the practice of power and its arrival methods ; this research paper came in as an attempt to shed the light on some of the theoretical dimensions associated with the problematic of the concept, especially by reading the characteristics associated with the binary (majority-minority) and the extent to which the idea of democracy is compatible with the theory of the elite, by monitoring some of the modern sociological and political theoretical readings that keep pace with the development of the concept.
