The state plays an important role in achieving local development and hence national development, only through development programmes in two forms : sectoral programmes funded from the state budget ; and state programmes decentralization funded by the state budget.

sectoral programmes, which are not concentrated in the education sector, are considered to be the main means for the state of Algeria to improve the level of development at the level of the education sector as a result of its commitment to large-scale development projects.

the sector, the cost of which would require large sums, while the mandate would provide for lower-cost projects, to be limited to restoration and expansion projects, which made planning at the level of the state of Algeria more centralized in the form of a lack of management focus rather than decentralized planning.
