The growth of information technology, or what is known as the technological révolution at all levels and in all fields, has serious négative repercussions, due to the misuse of this technology and the déviation from the intended goals, which led to the emergence of what is known as information or electronic crime, which is an inevitable result of every scientific progress or new tech.

in view of the international nature of these crimes and the intelligence of their perpetrators, as well as the inability of the traditional internal punitive laws to contain this emerging criminal phenomenon, the international community took the initiative to pay attention to the need for international cooperation to combat this type of crime, which has become a violation of the legal rules that protect the individual and society.
