The waters are divided into areas that are subject to the full sovereignty of states, others that are subject to relative sovereignty, and some that are not subject to the sovereignty of any state, which is stipulated in the 1982 law of the sea convention, which called its waters the high seas and its bottom the international zone, and considered it a common heritage of humanity, these areas are rich in resources the huge fauna and underground, which made problems arise about how to exploit them, and to solve these problems, the aforementioned agreement established the regulations and rules that control the use and exploitation of these areas and the utilization of their wealth by states, with a commitment to the proper exploitation and preservation of these wealth and the protection of the marine environment from this exploitation.
