نظرا للعلاقة الوطيدة بين السكن والتعمير، فإن الأمر بات يتطلب بذل المزيد من جهود العناية لمواجهة أزمة السكن والتعمير، وما تفرزه من انعكاس سلبي على قطاع البيئة لذلك وجب التفكير في خطط ناجعة تبنى على دراسات علمية لامتصاص هذه الأزمة ومواجهة المتطلبات الحضرية الدولية المتنامية بالتحكم في ضبط حركة البناء التي تشمل قطاعات عريضة من قطاعات البيئة.
وتعتبر رخصة البناء إحدى هذه الخطط التي تستلزم المراقبة المسبقة للبناء، إذ تمكن السلطات العمومية المختصة من فرض احترام ضوابط وقواعد البناء والقواعد الصحية وغيرها على الراغبين في تشييد مباني أو منشآت فوق أراضيهم أو ترميم أو إصلاح البنايات القائمة أو انجاز أشغال أخرى تستلزم الترخيص ومن ثم مراقبة التطور العمراني وتجنب البناءات العشوائية التي تعتبر من أخطر الظواهر التي تهدد قطاعات البيئة.
Abstract EN
Given the strong relationship between housing and reconstruction, the issue now requires more efforts to address the housing and reconstruction crisis and its negative impact on the environmental sector.
Therefore, it is necessary to think of effective plans based on scientific studies to reduce this crisis and face the increasing international urban demands by controlling the environment and by controlling the construction movement which encompasses large sectors of the city environment.
The building permit is one of those plans that require prior construction monitoring, as it allows the competent public authorities to impose compliance with construction controls and rules, health rules and other rules on those who wish to construct buildings.

Abstract FRE
La forte relation qui existe entre le logement et la l’urbanisme incite à davantage d’efforts pour faire face à la crise de ce secteur et à son impact négatif sur l’environnement.
C'est pourquoi, il est nécessaire de réfléchir à des plans efficaces fondés sur des études scientifiques pour réduire cette crise et affronter les exigences urbaines internationales croissantes, en contrôlant l'environnement et le mouvement de construction.
Le permis de construire fait partie des moyens de contrôle préalable de la construction, car il permet aux autorités publiques compétentes d'imposer le respect des règles de construction, sanitaires..., à ceux qui souhaitent construire, restaurer ou réparer des bâtiments ou des installations, achever des travaux qui nécessitent une licence.
Il permet ainsi de surveiller le développement urbain et d’éviter les structures aléatoires, qui sont dangereuses et menacent l'environnement.
