20-02, through which he requires compliance with a set of conditions and procedures so that the competent authority could grant a prior license to market Islamic banking products in banks and financial institutions through Islamic banking windows.

the study concluded that the mechanism of prior licensing is a legal and preventive measure taken by the administration responsible for banking activity to ensure prior control over the conduct of Islamic banking and the various banking operations relating to it, without being an obstacle to the freedom of investment, and exercising this activity.
