Abstract EN

This article aims at studying the organization of public transactions in practice by clarifying and addressing the situations provided for in this organization, and those not provided for and addressed, but are actually present, through the extrapolation and analysis of the provisions of Presidential Decree 15/247, and their conformity with the practical reality.

This is in comparison with previous legal texts governing the same area, to conclude that this regulation should be reviewed and revised into a law to preserve public money.
