Traditional security is determined by theoretical interpretations that prevailed during the Cold War s capacity to address the security challenge related to external danger, But after the international transformations brought about by the post-cold-war world, which touched several levels, cognitive accumulations and developments within the international system, both in terms of its structure and changes in concepts, have transformed.

And here the international community is in front of formulating a new model of security because of the complexity of the conflict phenomenon, The loss of civilian life from 50% as a result of war-related deaths in the early century jumped to more than 90% in the wars of the 1990s.

This has been reinforced by security studies, which have highlighted the concept of human security, a comprehensive approach to security that is stable and based on the philosophy of the dynamic of human rights by linking it to the individual's identity, dignity and right to survival in a safe, ecological and healthy world.
