The complexity and growth of social demands and the limited financial resources to meet them internally on the one hand, and the international pressure exerted by the donor parties on the other hand, have had a great influence on the financial choices of developing countries like Algeria which found itself faced with the obligation of modernizing its budgetary system for the establishment of the bases of new public management, a management that has proven its worth in terms of efficiency and improving the quality of public management.

And it is in this perspective that the law 18/15 was promulgated with a view to the concretization of this orientation in Algeria
