It is no longer a secret to anyone the great role played by the electoral process in building state institutions, which are described as legitimate and based on democratic foundations.

For this reason, most of the comparative legislations worked to protect the elections from everything that would prejudice them, especially those acts and practices that bear a criminal nature from Forgery of the will of the electorate through counterfeiting and buying votes.

The matter may amount to intimidation, threats, compelling voters and coercing them to cast their votes in favor of a party, candidate or list of candidates, as the Algerian legislator intervened to deter all the aforementioned practices through the Electoral Law 01-21
